A popular fortune teller known as the "Oracle of Shinjuku". His is gentle and calm demeanor make him a natural mediator.

His favorite phrase is "He who foretells the future lies, even if he tells the truth".

In actuality, Urabe isn't a real fortune teller. He established himself as a fortune teller months before to use a cover. He is the son of a rich, crooked businessman. Urabe used his father's money to assist in the financing of the park, as part of Hogstein's plan. In the guise of a fortune teller, Urabe uses his crystal ball to receive information from Hogstein to point the group in the "right" direction. Urabe does later come to regret his involvement, bringing innocent people into the game, when he was told that it would be his father and his executives, only seeking revenge on his father for his crooked dealings.
